Choose an audience and open a topic. PDFs are original official publications; short explanations are summaries prepared for this Pisirohe resource hub.
Home emergency supplies
Prepare home supplies for at least seven days. Review water, food, medicines, hygiene, lighting and communication, including your family’s individual needs.
Organisation example: keep food and water accessible, with backup lighting and a radio in a familiar place. Mark expiry dates and rotate supplies.
Packing an evacuation bag
Home reserves and a bag to take with you serve different purposes. Pack a bag you can carry yourself.
Packing example: documents and contacts in a waterproof sleeve; medicines and hygiene items in a separate pouch; water, ready-to-eat food, warm clothes, a torch and charging equipment within reach. Use the official checklist for the full list.
Our family crisis plan
Agree on a meeting place, ways to communicate and support for relatives who need help. Fill in the plan together and keep a paper copy.
Tallinn provides printable family plan templates in Estonian and Russian. An official English version of this template was not verified; use the English Rescue Board guide below for planning. Write personal contacts on your own copy; this site does not collect them.
Sheltering and public warnings
In danger, seek shelter as soon as possible and follow EE-ALARM messages and official instructions. Learn about suitable places and access before a crisis.
The public shelter map helps you prepare. Listed locations may be closed in peacetime. A resilience centre is not the same as a shelter.
Apartment association crisis plan
Agree who is responsible, how residents will be informed and how to help neighbours who need support. Discuss water, electricity and heating outages.
Review shelter options and access. Tallinn provides apartment building crisis plan templates in Estonian and Russian, plus practical guidance. An official English version of the template was not verified.
Tallinn resilience centres
Resilience centres provide information and assistance during a crisis. They open when needed; this list does not show whether they are currently open.
Check city announcements or call 14410 before travelling. Services and opening hours depend on the situation.
